I am brewing my first batch and have had minimal bubbling in the airlock and zero foaming. I'm worried that it hasnt fermented at all and wondering if I should re-pitch. My main concerns are: 1) that the bucket was not properly sealed at first, 2) that the temperature (low 60's) has been too cold for the Black Ale 3) that I may have pitched with the wort at too high a heat and killed off the yeast prematurely.  I did not gauge the gravity before pitching, but I tested a week after pitching and it was 1.02 and then again two days later and got the same gravity reading. The recipe says beginning gravity should be 1.043-1.045 and final gravity should be 1.01-1.012.  Any advice?  Does no foam/minimal bubbling mean no fermentation has taken place? Should I re-pitch?  Is temperature the issue? What went wrong? 
Again, it's my first batch---any assistance would be appreciated.

Sounds like you are close to your final gravity. How long has it been? Fermentation might have already happened and you missed it (which happens). Sometimes fermentation is like you said "very minimal", but it is still doing it thing. If it completely stops then it can't hurt to re-pitch. Temp seems normal 65-70ish.

It has been another week (two full weeks now). I have measured the gravity twice since and it continues to read 1.02. The fact that it hasnt changed makes me think it may have never changed--i.e. no fermentation.  (Naturally, I'm wishing I had taken a reading before pitching.) I guess I should re-pitch, huh? Is there no down-side to re-pitching?

This is a tough one not knowing the OG.

Well if your OG is truly 1.02 and your FG is near 1.01 then your ABV is going to be like 1.3%.

It might be best to just do another batch and hope for better efficiency. Make sure you take those readings!

Can't hurt to re-pitch at this point in hopes that is did partially ferment and then got "stuck".
